Chuck Norris' sprites are simply a paletteswap of y.y's version of Joseph Joestar from Jojo's Bizarre Adventure. He has, however, had major modifications done to his movelist by some of the most famous cheap character makers such as Ironcommando, Lunatic, TROY, hsiehtm, Shishido-Kuon, etc...
Chuck Norris is a non-traditional seven-button character. Ⓐ is a punch attack, Ⓧ is used for a teleport, Ⓨ is used for Missiles, Ⓩ is used for a time stopping move, and pressing Ⓢ will reset Chuck Norris' state and clear all projectiles. The Ⓑ / Ⓒ buttons change their attack type depending on Chuck Norris' state type; Ⓑ is a punch when standing, but a kick when crouching or in the air, while Ⓒ is a kick when standing, but a punch when crouching or in the air.
While his stats are set to normal values, Chuck Norris' Power Bar is constantly set to be full. He also lacks hitboxes in all of his animations, effectively rendering his Life and Defence stats moot and making him invincible to any and all attacks from regular characters. His Normals can be Cancelled into any other Normal at any point, and the aeformentioned Ⓢ button's reset functionality can be used to instantly Cancel out of any Special or Hyper moves. When attacking in the air, Chuck's Normals will inflict quite a bit of hitstun and freezes both Chuck and the opponent in the air, allowing for easy chaining of moves. Coupled with the fact that all of his moves are , this makes it trivially easy to rack up combos and renders all of his moves Infinite attacks to some degree. On top of this, Chuck can teleport directly to the opponent at any time by pressing Ⓧ, and can stop time by pressing Ⓩ.
Chuck Norris' Specials are primarily long-range attacks, with the majority of them being projectiles of some kind. Fake Roundhouse Kick is a rather simple kick move that causes a upon hit; however, the move's starting velocity ramps up depending on how far away the opponent is, which makes it a near-certainty that the move will connect. Grenade is a simple that bounces around the screen and explodes after a set amount of time, though there is no hard limit as to how many grenades can be on screen at once, therefore it can be easily spammed. Dynamite floods the screen with explosions at random positions for as long as the button is held. Knives causes Chuck to throw a bunch of knives above his head; these knives always have an active hitbox, so if an opponent happens to land above them, they will take constant damage with little to no knockback. These knives can then be "fired" directly at the opponent, due to their speed as well as the fact that they're , they are also a near-guaranteed hit. Destroy summons three gigantic energy pillars in rapid succession, filling up the vast majority of the screen and with the bonus of being an On-The-Ground Attack.
His Hypers are notably longer-lasting moves that can inflict huge amounts of damage, if they aren't outright One hit knockouts. As mentioned above, since Chuck Norris' Power bar is always full, these moves can be used at any time. Real Roundhouse Kick is very similar to Fake Roundhouse Kick, but with the added effect that the opponent wraps around the screen before the Knockdown kicks in. Super Ultra Mega Hyper God Laser Blaster is a gigantic laser cannon that fills most of the screen and lasts for several seconds, draining the opponent's health fairly quickly. Nuclear Bomb is arguably Chuck's strongest move; it is a that, as soon as it's command input is used, will K.O nearly all regular characters immediately (as indicated by a full-screen animation of a nuke detonating). The move lasts for a few seconds and will constantly attempt to K.O the opponent using a variety of methods the entire time it is active. Road Summer Da is also a where Chuck drops the sun onto the stage, which also lasts for a few seconds and K.Os most characters immediately, though it is not as strong as Nuclear Bomb. Falcon Punch is a notably short-ranged punch attack that otherwise behaves similarly to Real Roundhouse Kick, wrapping the opponent around the screen upon contact. Hell Punch is Chuck Norris' only move, where he grabs the opponent and then drags them to Hell to do some unknown action; the only thing shown onscreen is the hole Chuck creates after contacting the opponent, followed by a gigantic pillar of fire and then both Chuck and the opponent flying out of the hole. Chun Kuk Do is similar, where Chuck dashes towards the opponent to grab them, followed by the screen turning black and several hit sparks appear on screen at an accelerating rate. The attack ends after 666 hits, with the opponent forced into knockdown.
Chuck Norris also has measures to instantly defeat known cheap characters, such as Omega Tom Hanks and Rare Akuma. If Chuck Norris is put into a match against himself, both Norrises will teleport to the center of the screen as soon as the match begins and start dancing while the screen flashes various colors. After a few seconds, a fake Windows XP-style error message is shown claiming that he is "going to kill MUGEN". After a three-second countdown, the screen will then cut to TV static and Chuck Norris will enter an infinite state loop, crashing the engine after a few seconds.
