Built over Reu's Evil Ken as an apparent tribute to the late creator, Evil Homer continued Warner's history of spriteswapping by changing little beyond the character's aesthetics; never typically a point of praise regardless, this particular instance was especially lambasted due to the perceived disrespectful nature of the release. "Evil" on all fronts, perhaps, though the A.I. was actually toned down to be less devilish.
Being a spriteswap of Reuben Kee's Evil Ken, Evil Homer has the same stats, movelist, and traits that the latter had. He can triple jump, chain his Normals into Specials and Specials into Hypers, and increase his Defence by taunting. His level 1 Hypers have a second version named Meta Super Special Move, performed by chaining 3 level 1 Hypers or randomly when using normally. Evil Homer can also perform an Alpha Counter by imputing a certain command while blocking, assuming he has at least 1000 Power.
Evil Homer's A.I. is of a moderate difficulty, a notable step down from the original, though he can still perform combos if the player doesn't keep a good distance.
