Luigi is Mario's younger, taller, and slightly thinner twin brother. Luigi has assisted and fought alongside his brother on many occasions. Throughout his life, he has lived in Mario's shadow, developing both cowardly and heroic tendencies. Mario Bros. marks his first appearance in the Mario series and his debut in general. Originally a palette swap of Mario, Luigi's initial purpose for being created was to facilitate a second player option within the games. Since the two player mode was dropped from most mainline Super Mario games beginning with Super Mario Land, Luigi has since gained his own identity and personality.
In the Luigi's Mansion series, Luigi is the main protagonist instead of Mario, as the older brother gets kidnapped by King Boo. The Luigi's Mansion games involve Luigi exploring various haunted locations, completing puzzles and sucking up ghosts using his Poltergust, given to him by Professor E Gadd. While still initially presented as easily startled and cowardly, Luigi does get progressively more braver throughout the games.
In M.U.G.E.N, the two most commonly used versions of Luigi are ShinRyoga's and Warner's versions, which are coincidentally also the most commonly edited versions. Luigi is one example of a character that has been created many, many times.
ShinRyoga & NeOaNkH's version
This version of Luigi is a near identical clone of ShinRyoga and NeOaNkH's Mario, with the only differences being the obvious palette rearrangements, different sounds and slightly taller sprites; unfortunately, said sprites were scaled vertically rather than redone, which gives the character a somewhat distorted appearance.
Warner's version
This plumber in green uses a smaller version of Luigi as a base, so it should come as no surprise that he has various things in common with said character. Luigi's moveset tries to mimic that of the Super Smash Bros. series, such as replacing M.U.G.E.N's standard blocking with a temporary shield and having highly damaging moves that send opponents flying long distances, though it's fortunate that these moves are easily punishable.
Shazzo's version
Being one of the five characters created for the never-finished Super Mugen Bros. project, this version of the green 'stache plays similar to other Super Mugen Bros. characters, being a rather slow character with strong moves, but it seems like some of his strong moves give him an unusual advantage, especially with an infinite while spinning in one place and some unblockable moves that come out on frame 1.
Chaseallendiaz's version
This version of the green plumber, who goes under the name of "Fighting Luigi", seems to take inspiration from the Flash animation Power Star, with having various close-range attacks to easily defeat his opponents. While using the Super Marvel vs. Capcom: Eternity of Heroes template just like the red plumber, Luigi appears to be a bit on an unfinished side, as sometimes he turns into something different during some hitstates.
S.Nara's version
Akin to most of S.Nara's other characters, this take on Luigi is quite literally based on his appearance in Super Smash Bros. Brawl, sourcing its limited pool of graphics from screenshots of the game. Counter to Brawl's slower movement and aversion to combos, Luigi has no issue zipping across the screen and sports a number of infinites that can be executed by repeating the same attacks on loop.
Stickman14's version
Using sprites from Mario & Luigi: Superstar Saga, this version of Luigi contains a standard six-button layout with some other elements being features, such as a Super Jump, along with a fullscreen move taken from a different RPG. He may not have much comboability due to not being able to cancel any of his moves, but his Hypers are quite strong, and he has a Normal that deals more damage than his other Normals.
Unknown version
Despite using sprites from Mario & Luigi: Bowser's Inside Story, this version of the green stache appears to have traveled back in time, as it appears to be an unfinished spriteswap of himself that used Superstar Saga sprites, with some leftover sprites from his base.
Exclamation_Question's version
A bootleg character that shares a Ryu and Ken dynamic with its brother, even sharing files.
