Mugen Archive Room is a stage based on the MUGEN ARCHIVE, a popular M.U.G.E.N warehouse and forum that houses over 65,000 files in an effort to "preserve M.U.G.E.N for eternity". The stage is set in a worn-down building with the back wall emblazoned with the site banner and key words associated with the site written in graffiti, notably depicting the term "lurkers" in a red colour instead of the gold colour everything else uses.

Mugen Archive Room has combatants fight on a wooden floor that appears to have parallax at the starting position, but does not actually follow the camera movement. The stage's sole background graphic is split up into three different images that each represent the individual red, green and blue colour channels; the green and blue graphics are layered atop the red graphic with additional transparency in order to create the original full-colour image while also preserving the colour depth. The stage features slight animation in the form of a faint dust cloud moving slowly rightward across the stage, though the horizontal delta value given to this element is too low, causing it to move too little when the camera pans. The stage isn't particularly wide and features very slight vertical camera movement, obscuring characters during Super Jumps and aerial combat.
